Title says it all. Seems to work fine when MAP_ANNOT_OBLIQUE != 30

Correction: Many values of MAP_ANNOT_OBLIQUE have this problem. E.g. MAP_ANNOT_OBLIQUE=2, 3, 4, 5, 6 .... also make strange plots.

Yet another thing (sorry). It appears that my choice of -B is not respected when MAP_FRAME_TYPE=fancy (i.e. default)

The test to turn off fancy for some projections not capable of doing it failed to consult if the plot was oblique. Now does and things are looking better. I think there may be some issues still regarding combinations of inside and MAP_ANNOT_OBLIQUE though. In r17592.

The fancy-oblique issue (not respecting -B) looks good now. As you mentioned Paul, the problem with combinations of inside and MAP_ANNOT_OBLIQUE still remains.

Another case using stereographic projection, but not related to map frame type inside. Annotations may be get partly hidden by the frame.
