The annotation interval is expected to be a multiple of the contour interval. When this is not the case then some or all annotated contours do not exist. I have added a warning when this happens since it is almost always true that this is a user error/typo like above. If you truly desire an odd arrangement between contours and annotated contours then you will need to run grdcontour twice.
