The SAC file seis.sac is available here (http://gmt.soest.hawaii.edu/projects/gmt/repository/changes/trunk/test/pssac/seis.sac).

Since gmt basemap already has -J and -R options, gmt sac should no longer need them. However, code above report an error:

pssac [ERROR]: Syntax error: Must specify -R option

Fixed in r19920. The keys

#define THIS_MODULE_KEYS    ">XO,RG-" 

should have been
#define THIS_MODULE_KEYS    ">X},RG-" 

i.e., The primary (}) output (>) is PostScript (X).
