The rectangle painted behind the map scale needs adjustment

Both pscoast and psbasemap has the -L option to draw a map scale. The modifier +p<pen> or +g<fill> draws a rectangle behind the scale. However, since it is not computed in PostScript the width is not always correct and may clip the annotation. The optimal solution is to do the width adjustment in PostScript since there the text widths can be determined exactly. Alternatively, add nudge options like we have for psscale.
