Clipping for -R<w/s/e/n>r maps can fail

When plotting lines whose points are way outside the region of interest, it may happen that one point is seen to be ~+180 degrees away and the next is ~-180 degrees away. The projected x coordinates are thus far off to either side of the map, and the rectangular clipping function thinks the line is crossing the box. I have a fix but wanted to enter this as an issue in case we need to revisit the issue later.

I have addressed this bug in r13402, and added testscript test/psxy/rectclip.sh to ensure the problem does not reappear or to guide us if another solution is required down the road.
