It looks like pswiggle is not functioning correctly.

pswiggle a -JX20/10 -R0/360/-1/1 -G150 -B45f5/0.5f0.1WSne -Z0.2 -C0 -T -W1,red > j1.ps
pswiggle a -JX20/10 -R0/360/-1/1 -G150 -B45f5/0.5f0.1WSne -Z0.2 -C0.5 -T -W1,red > j2.ps

j1.ps is OK
j2.ps has a problem, there is no shading abowe 0.5 as expected. Also the curve has a problem at x=180 and 360.

Is this a bug or is it just me getting this problem.

Yep, there a problem there. Now fixed in r13494. Let me know if there are any other issues.
