Allow OGR comments to pass through to output

GMT will parse OGR metadata (and use it internally) but it does not pass those comments out via output. For instance, if one uses gmtselect to limit the input data and piping the rest to psxy then psxy sees no OGR metadata. The metadata must be saved in the segment header so it is available upon output.

I have added a test script (test/ogr/select.sh) that will remind us of this failure in the 5.2 tree. There are two short-comings right now:
  • gmtconvert -a2=metaname will fail to write the added column if it is text (these appear as NaN since DATASET is used)
  • Even if the above is fixed, gmtselect -a.. -Z will fail to write an OGR file so metadata are lost.

There are also implications for the OGR header section, perhaps.
