Description
See http://gmt.soest.hawaii.edu/boards/1/topics/2550. Basically, if anyone builds their own OGR file with polygons and holes we should check that the handedness differ. The first issue about quotes was fixed a while ago I think but this issue will be there until we check.

BTW, I have updated the OGR/GMT section to explicitly mention the need to manage opposite handedness. In r20189. Most software, such as arcGIS, automatically does this so we do not need to add extra checks. However, documentation is good.
